Black Market Premier League Betting Could Reach £1bn a Season
The UK’s licensed gambling industry is sounding the alarm over a surging black market, with the Betting and Gaming Council (BGC) warning that unlicensed operators could scoop close to £1 billion in Premier League wagers during the 2027/28 season. The figures, reported by Casino.org, paint a troubling picture for regulators, the Treasury and fans alike.
According to BGC estimates, illegal operators are already on course to take up to £800 million in Premier League bets during the current 2026/27 campaign. The trade body says roughly £20 million flowed to unregulated sites on the opening weekend alone, with each round of ten fixtures generating between £15 million and £20 million in black market stakes.
That already significant sum is expected to climb by a further £200 million for the following season — the first full Premier League campaign after the General Betting Duty increase, which is scheduled to take effect in April 2027. The BGC has long argued that raising taxes on regulated operators widens the competitive gap with offshore businesses that face no such obligations.
BGC chief executive Grainne Hurst said these criminal operators “pay no tax, fund nothing and answer to no one,” adding that every pound they receive is money lost to British sport and the public purse.
The concern extends well beyond football. H2 Gambling Capital, cited by the BGC, forecasts the total amount staked with illegal operators in Britain could more than double — rising from nearly £17 billion this year to over £33 billion by 2028. Separately, advertising intelligence firm WARC found that unregulated operators now account for almost half of all UK gambling advertising spend, a striking figure given that licensed firms face strict marketing rules.
The warnings come as the Premier League’s voluntary ban on gambling shirt sponsorship on the front of club kits took effect this season. The BGC backed that move and supports government plans to stop Premier League clubs accepting sponsorship from operators without a UK licence — though it wants that restriction applied across all British sport.
The trade body unveiled a five-point plan earlier this year calling for tougher enforcement against illegal gambling websites, advertising and payment processing, alongside stiffer penalties for those who facilitate unlicensed operators.
